environment-agency“Under the End of Life Vehicle (ELV) regulations the last owner of a vehicle must be issued with a certificate of destruction for their vehicle and they must be able to dispose of their vehicle free of charge. Vehicle producers (manufacturers and importers) must cover all or most of the cost of the free take-back system. The Driver and Vehicle Licensing Agency (DVLA) and the Department for Business Innovation and Skills (BIS) are responsible for this aspect of the regulations.

Authorised treatment facilities (ATFs) are permitted to accept waste motor vehicles. They comply with ELV and environmental permitting regulations. The hazardous waste regulations apply to end of life vehicles and affect how they should be handled and dealt with when they are processed.

We are responsible for ensuring that ATF sites in England and Wales comply with current legislation. We monitor licensed permitted ATF sites to ensure that they are treating ELVs correctly. We also investigate and take action against operators of illegal sites that threaten the environment and undermine legitimate operators.
